Service Credit Union Staff Attorney Phebe Miner Selected for 2026 Crash the GAC Program

PORTSMOUTH, NH (January X, 2026) – Service Credit Union announced that Staff Attorney Phebe Miner has been selected to participate in the 2026 Crash the GAC (Governmental Affairs Conference) program, a national leadership and advocacy initiative recognizing rising professionals within the credit union movement. 

Miner was one of just 61 credit union professionals from across the country chosen for the 17th annual program. Participants are selected through a competitive application process that highlights professional achievement, leadership potential, and commitment to the cooperative credit union mission. 

Crash the GAC is presented by Filene Research Institute and the Cooperative Trust and will take place in conjunction with the 2026 Governmental Affairs Conference in Washington, where credit union professionals from across the country convene to advocate for the industry and its members. Selected individuals gain access to key conversations, meetings with top credit union CEOs, and unique leadership development experiences. 

Miner joined Service Credit Union in 2024 as a member of the legal team. A New Hampshire native, she holds a bachelor’s degree, cum laude, in English and Italian literature from The George Washington University and a Juris Doctor from the University of New Hampshire Franklin Pierce School of Law. During law school, she served as president of If/When/How: Lawyering for Reproductive Justice from 2021 to 2023. 

Prior to law school, Miner worked in Washington D.C., including at the Library of Congress, and built a career in the nonprofit sector. 

“I'm thrilled to be heading back to DC to learn more about engaging directly in advocacy and policy work at one of the most impactful credit union events in the nation,” Miner said. “As a networking opportunity, it's invaluable, and I know I will learn so much that I can bring back here to Service Credit Union.”
