Service Credit Union Champions Landmark Housing Finance Bill, Celebrates Its Signing 


PORTSMOUTH, N.H. – Service Credit Union celebrates the signing of Senate Bill 4 by Governor Kelly Ayotte, marking a significant step forward for housing, clean energy, and resilience financing in New Hampshire. 

The bipartisan Housing Finance Bill, which includes C-PACER (Commercial Property Assessed Clean Energy and Resiliency) provisions, will provide innovative capital solutions for critical housing development projects across the state. 

Recognizing the immense benefits that this legislation will bring to property owners, developers, and local municipalities, Service Credit Union has been advocating for C-PACER over the past year. The bill’s passage with record speed and its designation as the first bill signed by Governor Ayotte underscore its importance and widespread, bipartisan support. 

“This is a tremendous moment for New Hampshire,” said David Weed, Assistant Vice President of Commercial Banking at Service CU. “C-PACER has been a proven success in over 22 states, driving investment in housing and sustainable energy projects. With this bill, New Hampshire joins that effort, strengthening our communities and economy.”
